Massey 253 starting problem

Hi all,
We have a Massey 253 that won't start. Turn the key and nothing happens. The dashboard lights don light the starter does not make any noise.
I've been tracing possible problems for a week or so and think it's either the neutral safety switch or a fuse. My problem is I can't find the safety switch and the only fuse I find does not operate the dash lights. Any help would be appreciated !!!!
