the original problem was a LOT of reddish-brown goo that has permiated the entire fuel system. I cleaned everything except for the pump itself.
I cant find a diagram of the pump on the internet; else I would love to take it apart and clean it out also.
I am scared of opening up the pump. I dont know what is in there, and Im not sure if it would be a bad idea to open it up.
I know they are very expensive to replace.
By the way; I checked the fuel inlet TO the pump and fuel is flowing freely to it. Very freely, it just pours out.

That cover IS the inspection plate.. go ahead & remove it..
IF theres enough room move the inlet line out of your way.. just for now..
Loosen the bolt & just move the line & tighten it back up..
I'm not 100% sure on the "plug".. it looks as tho its a "full plug".. that tells u how much oil it has??
That GOO could be a number of things.. algae or a fuel tank liner.. some folks opt to coat the inside of their fuel tanks when they're leaking..
rather than replacing them.. it comes out as a RED GOO..
Take off the plate & have a good look around..
Move the throttle back & forth & watch what happens inside the hole..
I don't recommend taking the pump apart> but its yours u can do whatcha want..

If the 1030 is like my 1010 then that little #2 in photo is the inspection cover for injection pump. The oil inside the injection pump is not fed from the oil pump!!!! You have to manually top it up!This is an area that gets overlooked on these little engines and the injection pumps suffer because of it, every time I change the oil I put 6 Oz of fresh engine oil in there! You can't overfill it as extra oil will just go down into pan! On a cold start I will typically hold the glow plugs on for a minute before I start to crank ! Mine can be difficult to start after taking lines off!

thanks for the info; my friend.
should I just squirt some oil inside the injection pump hole? #1 on the drawing. I bet there has never been any oil in the pump.
I just did not know it needed any.

You may not want to look in there! But I would take off inspection cover and see if it is dry in there! The name on the side of the injection pump is Zexel ? But these are Bosch pumps built under license by Zexel.

its dry, but the mechanism is working correctly.
also; when I run the engine (as per the video) the squirt does not change with the throttle. Seems like it should squirt more with more throttle?
BUT; when I pull the kill switch,,,the squirt stops completely, as i expect it should.

On the drawing #40 is a little cam follower that rides on cam that is under the injection pump that is what is being lubricated down in that little well of oil that little cam doesn't have a lot of travel to it . Is there enough fuel getting through pump to injectors?

Ok so now we all have some useful information.. The plug IS a FULL PLUG & the oil needs to be UP THAT HI..
You say the mec. is working.?? WE KNOW it shuts off but does it GO TO FULL TRAVEL on the other end of its movement??
The rack has a "stop".. it stops at the pump housing.. does it make it that far??
IF yes then theres nothing left to do but take the pump out.. & check the CAM that operates the pump..
You did say it was "gravity fed", right?? & fuel flowed out FREELY from the line..??
IF your gonna take the pump apart?? DO NOT REMOVE 158 & 159.!!!! Good luck

it goes from center to right side completely. Hard stop...
But it does not go from center to left side.
If I remove the 4 top screws and remove the pump away from the housing, will I upset the "timing" of the fuel pump?
Or can I just remove the top, look around, clean it up and put it right back in without causing problems.
