Their reasoning is 'how am I going to service/repair it if I don't have a manual'. The shop owners wink at this as it saves them money and forces the equipment owner to come to them for repair.
This is an especially common practice at computer stores. I've seen custom computer systems delivered without a single manual. When I advised the computer owner to go in and raise ****, he's often come back with a dozen manuals. Manuals for the i/o board, mother board, drives, dvd's etc.
I would contact the manufacturer and ask him if he shipped a manual with his equipment. Then go in to the sales place and demand them.
This doesn't apply to consumer electronics such as tv's recorders, players etc where you canonly expect to get an owners operating manual.

There should be a manual for the ballast box also. It may be mostly safety. Plus it will tell you how much weight to put in box for your tractor model.
