Main Lug or Main Breaker to feed shop?

I would have run 200a service to the meter.
Put a service disconnect under the meter.
Feed a 200 amp sub panel in the house from the disconnect.
Put a 100 amp breaker in that house sub panel to feed the garage.
Put a 100 amp sub panel in the garage off of that feed with its own disconnect.

For $100 you can get a meter base with a 200 amp breaker/passthrough (this one) and another $40 will get you a 100 amp breaker (this one).
As a bonus, you can buy a interlock kit for another $40 and legally backfeed a generator into that panel to feed whatever you want to power.

Again, it has been a number of years since I've been involved in Electrical construction. Codes continually change.
It would be a good idea to consult a currently licensed electrician rather than an old fart who hasn't been licensed for some years. :thumbsup:

Haven't been in the trade in some years. Not sure if licenses expire or not, I was a licensed journeyman, my brother is a master. I don't plan on going back to the craft, unless my brother and I decided to go into business or something. But, being 5 years away for retiement, that probably won't happen either.
