Mahindra 4110 Tilt Steering

I just bought a used 4110 and the only problem I have is the tilt steering moves and does not lock in place. The foot leveler is stuck in the down position and I can't even force it up. I have the plastic cover off. I am just wondering if it is worth messing with. I would love to get a eazy fix if there is suck a thing any help would be great.

I've never had a problem with mine, you can't see anything jamming the lever?
