M4950 PTO Won't Engage

Hey I got a M4950 and can't get the PTO to engage. The handle will go from N to Live PTO when I pull up the clutch but the pto shaft won't start turning. It turns fine by hand with the tractor off and also doesn't lock in if I put the pto lever from N to Live. There's no grinding noises or anything.

Can an electrical problem cause this? There are a lot of disconnected wires. I was thinking it could be the linkage in the PTO shift lever. Anyone have an idea about this?

It was just baling hay last week.
