M/F 1020 4wd not working

Im looking at buying a 1985 Massey 1020 diesel with a front end loader the buyer states the 4wd drive went out and he is not sure what happened.

The price is 4000 obo, is this a common problem and is it an easy fix and what would be a decent price to offer for the tractor?

Parts for that are more on the expensive side. The problem itself is an easy fix for the average handy mechanic. I would say that 4K is about 2k too much for a 20 year old broken tractor.
