Oil & Fuel m-9000 fuel gauge

KUBOTA M-9000
I have a M-9000. While baling hay, the tractor lugged down. Stopped and found plugged vent on fuel cap. Since, the fuel gauge reads from MT to one-quarter tank. Can this be fixed?
