LX 277 John Deere

What causes a LX 277 John Deere to continue running after the switch is turned off ? It has a 17 Horse Kawasaki engine .Some times it acts like its running on one cylinder , when it's run a while and is turned off and restarted.

The fuel shutoff is not working, I believe.
About $160 so hope it is not the problem... maybe just sticking or disconnected.
