Rotary Cutter Lower the cutting height on 6' shredder

I purchased a used 6' Tractor Supply Company shredder. Without leaving drag lines in the ground from the shredder edges, it will only cut grass as short as about 6". Is there a way to lower the stump-jumper/blade assembly, or replace the blades, to get the grass cut shorter?

make sure the tailwheel in lowered so the sides of the cutter are parallel to the ground

Thanks for the suggestion, Beltman60. I've adjusted the tailwheel to lower the shredder body as much as possible. When I lower the shredder body to the ground and manually rotate the blades, I can see the cutting edge of the blade is about 6" above the ground. This Tractor Supply Company shredder has taller sides than the Howes shredder it is replacing. I'm thinking I either need to find a way to lower the stump-jumper that holds the two blades, or get different blades that angle down more in the center of the shredder, coming off the stump-jumper disk, so the cutting edge of the blades are closer to the ground.

My King Kutter shredder was the same way.
I cut front sides up 1 1/2" or 2", tapered it back around a foot then welded on new skids where I cut.
Easy, cheap and it works great.
I can cut much lower and the front of the cutter no longer digs in.

I think the King Kutter shredder replaced the Tractor Supply Company shredders at TSC stores, right? They're probably the same shredder with a different name.
