Low fuel level in the filter. RK55

Hi,
The fuel level in the first filter is slightly above the bottom of the filter element. Does anyone have that too?
New fuel filters, the tractor works properly, has power. I do not know what to think about it, because I have never met that the filter was almost empty in a normally working engine.

I have had one that operated like that tractor ran so left well enough alone.

Mine is exactly the same looking as yours. Mine tractor is working great, and never noticed the level in the bowl. But now that I have looked it is half full. While running I can see fuel flowing thru this.
