It was 30 below celcius the other day and I was loosing RPS when ever I put a load on the engine. I am sure I have some water in the fuel which is causung it to freeze up.
How much desiel conditioner should I put in the tank?

I read there is a drain on the fuel filter, do you know where and how I get at the fuel filter?

I have a Toolcat D-Series and the info (with pics) you are looking for is on page PM-20 of the 5600 Operation & Manintenance Manual.

Basically it says, "The fuel filter is located under the right side access cover. Loosen the drain at the bottom of the filter element to remove water from the filter. Close the drain."
