Buying Advice Looking at 4500 fel and backhoe

In need of some advice. Looking to buy a( 2000 JD 4500 with a 460 fel )and 48 rear backhoe purchased 2002 the tractor has 1113 hrs from a older man that owned it like a baby. Include with it is a brand new bush hog post hole digger, new JD 5 foot brush hog used once, JD sickle bar . Only problem is the front end loader drifts down fast even with no load even if it is on or off. And needs new front tires.

Is it worth 25000 asking price but I know the friend of the executer and he said 20000 might get it or could the hydraulics be more of a costly problem. Thank you for advice
