I think you found your problem, leaking seal in pump shaft. When running, pumping oil some leaks past the seal and into engine oil. When engine is off air leaks past the seal from engine case into the hydraulic line letting oil drain back to reservoir.
I agree with SSdoxie. The picture makes pump removal look pretty straight forward. Study the parts diagrams available online first and make sure that you have a catch pan ready to catch oil that leaks out when you loosen fittings.

It is pretty easy to remove the pump. I got it out and it looks like the look washer that holds the seal down on the shaft came loose. Does not look like a very good design but I am no engineer. The seal looks pretty good. thinking about putting it back together and see what it does. Any tips on how to keep it from happening again? maybe locktight on the tabs of the washer.

Here is what the lock washer looked like when I pulled the pump out. I pushed the seal back down and pressed the lock washer in. I installed It back in the tractor. I pumped out a bunch of motor/hydraulic fluid out of the motor to get it below the full line. When I got that done Sunday I ran It for a bit every thing seam to work fine. Later that night I checked the Motor Oil level seam to be the same. Just got done running it a little more tonight. Seam to be working fine will check the motor level later tonight. Maybe run it a bit more than Change the oil if it is all good.

Well I think my problem is back. Have not took it back apart to find out for sure but it is doing the same thing. Any idea how to keep the seal from blowing out?

I'm not familiar with your setup, but shaft seal failures that reoccur can be from repeated over pressure with no relief, or damage seal seat

I think I have got the problem fixed. I tested the hydraulic pressure and it seams the relief valve is working fine (around 2600 psi at high idle). I took the pump off and sure enough it pushed the seal and the star washer out. I went ahead and pushed it back together. Then I put a little bit of JB weld on 4 of the tabs of the star washer to hold it in place. It has been working fine for the last couple months knock on wood.

hmm.. i would not trust that... does that washer have a ridge to set in?

No ridge. It needs one then use a snap ring to hold the seal.
