Live pto issue on case ih 245

Hi all im having issues with the live pto not working on my case ih 245, I press the clutch half way but nothing happens, if I press the clutch in all the way the tractor stops and so does the pto. Does my tractor even have a live pto how do I know for sure?

Accordingly to TractorData, live PTO would've been an option. The standard would be a single stage clutch, so when you press it, it stops both the drive and the PTO.

From your description, yours seem to have the later.

It has this set up on the tractor if that helps determine if it is equipped with live pto, all tho the push arm is not hitting the plunger in position 2, I can't tell if its touching in position 1.
