The EPA tier 4 emissions requirement kicks in at 25hp. While the L2501 punches above it's HP rating it was designed to oficially be under that 25hp rating to avoid needing the emissions gear.

Picked up a new Kubota brochure when shopping for my M7060. That brochure lists an M8560 (85.5 HP) and an M9960 (100 HP).

No it kicks in at 26hp hence anything under 26hp is exempt. Hence the BX2680 which has 25.x hp is exempt its under 26hp.
