Lift is Slow on Ford 3000

Now that I have the hitch cover off the tractor can anyone tell me what I need to check since the lift seems to raise slow even with the lever on the right hand side of the tractor screwed in or out? The first thing I am doing is changing both hydraulic filters inside the case.

filters and new oil is about all you can do at this point.. then slap it back together.. if it is still slow.. I'd go with a pressure and flow rate test as my next diagnosting direction.
