Disclosure of lead based paint has been included in sales contracts for homes for a long time. We bought our house in '81 and there was a lead based paint disclosure. I'm sure the disclosure laws have evolved since then. When was the last time the government became less involved in our lives?
I had to turn down another job today. A home owner just found out about the regs and wanted to get a hardwood floor and new base and shoe moldings before the opt out period ends July 5. I can't get to it that soon so I had to turn the job down.
rekees4300, your house probably has particle board underlayment and insulation containing formaldehyde. Probably doesn't have a CO detector either. Might even have asbestos floor tile! Probably has a substandard septic system too.

I had an old Vermont farm house built in 1830. No telling how many layers of lead it had, asbestos insulation, and I know the original water pipe from the spring was lead (changed sometime in the 1970's). I guess that must be why the original owners died. They'd still be alive today if it hadn't been for the lead. I love how the government makes products illegal for our own good. Bet you a lot of government pukes invested in latex paint. Bet you a lot of the same invested in R-12 right before the government banned freon.

Been Lazy in my reading, just completed the course Monday and got my card. To be offical, I still have to fill out a form and send in my 300 dollar fee. This applies to landlords too so any out there be aware.
For the Homeowner, you can eat the paint right off the wall if you want. If your getting paid for the work or rent, you need a card.
If a contractor, preforming the test you must have the cert. or test is ruled invalid by the epa. a monkey wearing a funny hat could preform the test but that's the rule. The fines are up 37,500 per violation. If knowingly violating the practices, there is jail time written in the law. This is federal and in effect since april 2010.
If disturbing more than 6sq ft inside the house or 20sq ft outside, lead safe practices outlined in the training must be
used. Anyone with HUD housing can only disturb 2sq ft inside, the outside amount is the same as above.
Makes selling off our older rentals seem like a better idea the longer I think about it.

The risks from dust from lead paint are very real, especially for young kids. Death is not the main risk. There is a very strong correlation of blood lead levels with lower IQ, behavioral problems, etc. Our closest city has made a major effort at reducing lead exposure and has seen positive results from its efforts.
I just heard some people talking about the local program. They were talking about the effects upon adults including brittle bones, high blood pressure and heart problems, etc. What was most disconcerting was that they keep finding effects at lower and lower levels.
I know it is popular and fun to make fun of these various risks but that does not make the danger go away (my FIL died from lung cancer - he never smoked. It was a cancer form found from asbestos exposure. The exposure was from the floor tile mastic that he scraped and sanded away as part of his job for 30 years).
I am a chemist and understand peoples' fears are often unwarranted but there are certainly times where the risks are real. And for those instances, we should take reasonable precautions. The problem comes in writing the codes to be reasonable which is almost always impossible. Codes are written to be black and white and to prevent idiots from harming themselves. This makes them onerous for the reasonable people.

That's all well and good but how many people eat paint and wallpaper as compared a product people buy to put in there mouth,has it been taken off the shelf any warnings on the package only in other countries, where is the FDA on this?
