Apologies, Mate.

I've gone back and re-read the OP... 1000 (US)gal. is a very small tank. I've got a 5000ltr. tank off of my shed and his would be smaller than that. There's no way that a normal sized adult would fit through the access cover (port-hole size).

So you are correct in advising not going overboard with the OH&S precautions. Just sensible stuff is required.

Next we should discuss sending kids in to tanks that have too small of a port holes for us to get in, LOL!

Just because it's "only water" doesn't mean it can't be dangerous under SOME conditions.

When my dad was working for Honeywell, they had a test room for humidity controls. A worker went in the room when they had the air super-saturated and began having trouble breathing. A co-worker went in to help him. They both DIED. Drowned breathing the air.

It's not the size of the vessel, it's the potential to run out of oxygen. when you run out of oxygen and are breathing co fumes, you get dizzy and pass out. If oxygen is not at normal levels you can die, plain and simple. It happens. Sometimes people do stuff and it works out fine. Other times, the worst happens. Be careful is all I'm saying. A sinkhole in a street 12 feet deep killed a man recently who went down into it to see what was going on. Not enough oxygen. fully open top. once O2 is used up, if more is not naturally coming in, you can die.

The days of cheap child labour are long gone due to bloody 'Do Gooders' and their Child Labour Laws. That and a dearth of fully stocked orphanages.

Heck, you can't even chuck a canary or budgerigar in the tank to test for air quality for fear of a RSPCA visit.
