HI,
I never thought I'd need help with a landsca;pe rake but I can't make my tractor pick it up more that 1inch or so about the ground. Also, any trick for getting the tall grass out of it?

Maybe shortening your top link will change the frame angle enough to raise it higher...

Check to see if your three point hitch arms have more adjustment holes in them. You may need to move your lift arms out toward the ends so that the arms come up higher. I have done that on my tractor for certain implements. John

To get the tall grass out, lift the tines off the ground and use a hand rake while behind the implement to push/pull the grass down the tine to the ground.

Sort of like taking hair out of a comb- just work it to the end and it'll fall off.

If you have wedged items, you can put a bar (crowbar) horizontally between the tines above the obstruction and stomp it or hit it downward to break it loose.

I agree about tightening your top link to lift the implement. Mostly these work best when leaning forward, so a short link works well while working with the implement.
