Readers may wonder how this turned out - the OP has verified in pm's the pto does not engage and spin when the engine is running - which points to a non-working main clutch (or failed pto over-running coupling). Loader and other hydraulics seem to function normally.
Another thing to check would be whether the clutch pedal linkage itself might not be allowing the main clutch to fully engage.
It is always good to have more voices chiming in on symptoms like these. Splitting an L48 isn't a quick job. Dick B.
