It should do fine. It'll operate as slowly as you want it to even with the RPM cranked up to deliver 540 at the PTO. A 65" to 72" tiller would be ideal.
My L4300 is gear and the predecessor to the current L4400. It has the same engine as the 4400, but weighs a little less. I've used it run a 72" KK tiller and used first gear. That works out to about 1 mph at 2200 engine RPM (a little less than 540 PTO RPM). At that speed it works the L4300 pretty hard, but it does work. With HST you will be able to choose any speed you want while keeping the engine revved up for the PTO. Your choice of speeds below 1mph (or above, for that matter) is essentially infinite.
If I didn't like the L4300 so well, I'd be tempted to trade it for an L4400HST as I believe it's the perfect low cost platform for serious tiller and snowblower work. But, I hate to trade away anything that's working really well.

Yup. In fact the HST is ideal for tiller work. I run my tiller on the back of a B2400 without a problem. Just set the engine speed and control the ground speed by the pedal, anything from a dead stop on up.
