l4400 hard steer

L4400 hard steer , replaced hydraulic pump and still hard steering. no leaks.
someone suggest priorty valve. is it hard to replace? what can i do to verify that the valve is the problem? all in all this site is great site ...looking forard to hear some replies to my inquiry.

You need a WSM (work shop manual)... plus a pressure gauge ...
you need to bleed the air out of the steering system...
Was there a reason you changed the hydraulic pump out??
