I have a 2007 manual transmission l3400. I left the pto engaged when I turned it off about a month ago. It wouldn't start now. I jumped the starter. and moved it. the pto lever clicks up and own in the on and off position, but stays engaged the whole time. So the safety switch was working, which is why it wouldn't start, but I can't disengage it at all. I don't know where the safety switch is, but I can't see it externally at all. The whole lever is rods, so there is nothing to get loose or bent or anything and it all looks fine.

Gear model was a lever... Don't know where the safety is located at but the connection into the transmission is the same location... and the same spring that gets stuck. Try spraying lube on it from the outside, on the spring.
This is with the cable on the HST but it's should be about the same location (heel of the right foot). Take the cover off under the seat.

Is there any pressure/load on the PTO shaft? Say, from an implement still attached? If so, try to relieve it. These engage with a dog clutch, and if there is a load on the dogs, it's possible the linkage cannot disengage the dog clutch.
You can test this theory by manually rotating the PTO shaft by hand. If the dogs are engaged it will only spin about 15-20 degrees before stopping. If it spins freely, then the dog clutch is not engaged so it means your linkage is stuck by itself.

The manual is quite different from the HST. There are no springs and none necessary. It enters the transmission at the rear where the driveshaft to the front comes off. I disconnected the linkage and removed the sprayer and tried to move the rear shaft, but could not wiggle it. I tried tapping the lever etc. Nothing happened. I gave up and drove around for a while doing other stuff and forgot about it, and of course at some point I realized it had stopped turning.
It reminds me of when I once tried to pull the steering wheel off my 1977 Renault 12. I even tried a puller. I forgot about it and forgot to put the nut back on because I was still working on other stuff, but drove it anyway. It popped off on the first sharp corner I too. Fortunately, I was going quite slowly at the time.
