Five year old L2501 works fine in every other respect but when the 3pt is at full height (or within ~5% on the lever) the tractor is clearly trying to still move the arms even though it can't. This of course causes a lack of go power and makes the loader bucket up/down movements very slow. Curl/dump is unaffected.

Frustratingly, I came across this exact issue before in some forum (down to the curl/dump and up/down difference) but my Google-fu is failing me in finding it again. Is there some limiter or bypass for the 3pt that needs to be replaced?

Your rock shaft assembly is out of alignment.
There are some procedures to get it back to working again.
Your best bet is to Google "rock shaft adjustment".
At this point, I can't help any further.
