Kubota M5040 won't shift into neutral

I'm pretty sure your assesment is correct. While tracing the problem it appearred as though there were no stuck or frozen linckages. The line that enters a wire shield and then goes under the left floorboard seemed stuck, but I couldn't tell if it was that or something else.

While it is warm the next couple of days I will try and find where water could enter and seal it up.
