I maintain the berms at our shooting range. We too rented a back hoe once a year for the project. I solved that yearly cost by buying about 10 triaxle loads of dirts and dumping them behind the existing berms. this in turn allowed me to push that new dirt and make the back side of the berm ramped. Now we just scoop up the dirt and drive up the "ramp" and dump it on top. No need for a high lift height or a new tractor.
Backhoe rental was roughly $1200 a week. x 14 years of that = $16,800 ... 10 triaxle loads was $2500 and problem solved. We buy 1 or 2 loads of dirt each year now for less than $500.

The whole back of the berm is ramped. its no different that driving up a incline in your yard.
