Backhoe Kubota BH90 Valve Problem

Hey guys, I posted this in the general hydraulic section, but have gotten absolutely no input. So I will try here.
Have a problem with my Kubota BH90 Backhoe. The problem lies within the 2nd valve from the left hand side looking at it from the rear. In the following picture, 3rd section from the left. It is leaking from the spool on the bottom and I have no flow going to the cylinder in the down position. Up however, works fine. By down I am referring to, when sitting in the operator stanchion, pushing the dipperstick lever away from you and by up I mean pulling it toward you. Problem is in dipperstick valve only. Now, I have taken it all apart, except for the spool, and replaced the o-rings between the stacks and the o-rings in the relief valves to no avail. Kubota wants 600 dollars for the rebuild kit for the spool in that valve and 1200 for a whole new valve. I can't spend that much. Any suggestions?

does the valve feel as if there is a physical obstruction or does it operate fully with the pressure relief operating?
