Kubota 3010 (1999) PTO issue

My PTO won't shut off by the lever at the right hand side of the drivers seat. No matter which way I push the lever the PTO still spins. Just bought a few weeks ago. Any ideas?

Is the pto shaft just turning.... OR do you have it hooked up to something and you know it actually has power applied?
It is possible for the shaft to turn but it will stop if any load is applied.

check the linkage as it may have come unattached or be bound up in some way.
