Could you spin the engine at a normal starting speed or was the starter still struggling? From the looks of it there is a weighted lever mounted to the camshaft gear (I think both but not sure). It looks like when the gear is spinning slower during start up the lever will hold the valve open slightly to reduce compression. The lever I think is metal but the gear isn't. It looks like the plastic gear is breaking and the lever falls off disabling the ACR. From the looks of it the gear may not be too hard to replace. You need to remove the flywheel and the upper engine case to access the gear.
