Hi- no load on it- the PTO has never been used on it- the guy just used a box blade- I will try and spray some WDW-40 and see what happens- thks
WD 40 won't help, try kroil it will creep into the threads if anything will.
ETA that is if the threads are siezed up

I had the same issue with my Kobota. I used PB Blaster and it freed it up. It took a few days and now works like new.

It's at the end of the shaft the knob attaches to. The shaft extends to the Rockshaft housing and the needle valve is screwed into the housing.

I don't do pictures and all you have to do is follow the end of the shaft to the valve.
All the valve does is allow the fluid to bleed off, allowing the 3 point arms to fall at the rate the knob is set at... Real simple and straight forward. Remove it and clean it and make sure it screws in and out easily.

Kroil is garbage. Waste of money. Use PBlaster or a mixture of red ATF and Acetone in a spritz bottle.

So I called the dealer and they said to spray with PB blaster- Have done that a few times and nothing-I do not see where this valve would be-the shaft with the knob goes under the seat and I do not see where it would come out on the other end to see the valve??-

Take the plate off and look, it may be an eye opening experience. Yours is much easier to access than mine are and why I turn the knob often before and after I use an implement that requires a lift rate adjustment. No one on here is gonna come over and help you deal with the issue. It's 100% on you...

I'm done commenting. I told you before what to do. it's your prerogative to fix the issue, not anyone on this site.

Take that plate off and follow that shaft with the knob on it all the way to the housing. You may even have to take the seat area apart to get access to it. Easy peasy.
If your dealer said to spray it hopefully they know what to do so, spray the end that threads into the housing. That is where the threads you need to free up to remove the shaft to get to the needle.
You need something like PB Blaster or similar to actually break it loose, and it may take a day or two to work. Shake the can to get the micro bubbles to help push the liquid into the threads. Spray it a few times a day. (per one of the manufactures instructions, can't remember who's tho...).

As an aside....WD-40 is short for "Water Displacement", it's made to coat metal with a light film to keep it from corroding. It took 40 tries to get to what they wanted, hence WD-40. Per the Manufacturer.

This may sound stupid but park your tractor on a hill so
the blaster can run down hill on the threads. also add the
blaster every few minutes perhaps you can get some to
seep into the threads and the gentle tapping could help
If the know is turned in all the way put some pressure on
it and gently tap it with a hammer maybe you could jar it
loose ???
