With that budget you would have no trouble getting into a DK45se HST with a canopy. It would not have a cab but would cost a bit under 20K with loader unless there have been recent price increases.
Other than the open station, I don't think you would find very many differences in performance between the 45se and the 45S although they are different tractors.
