I am trying to help out a friend with a Kioti LK3054. Engine will not rev all the way up unless I move the injector pump rack forward manually with a screwdriver while it is running. The linkage feels like it is pulsating in a fore-and aft direction while the engine is running. The governor springs are new, but are not strong enough to overcome the rearward motion of the governor forks. I have worked on various types of machinery for over 30 years as a mechanic by trade, but I have never seen this before. I know that governor problems are rare, but I am stumped. Has anyone seen this kind of problem before?
