Here is the situation I've checked the voltage at the battery before starting and it's at 12.5 V so that's good. When I start the tractor the voltage at the battery reads the same; however if I turn off the electrical switch an leave the tractor running I get 13 V.
What might be going on?

Typically, the charging circuit from the alternator (10ga. or better) is connected to the battery side of the starter solenoid. As long as the engine is running, the alternator is charging the battery (grounded through chassis). On my Kubota, It does the same thing except I get the charge light on because that circuit is on the "ignition" side of the switch and it's turned off. So the alternator is not seeing the voltage sense line and the light comes on.

It's probably not a good idea to run it like that for very long or at speed. It could damage the battery and/or the alternator.

Forgot to mention: If the engine is supposed to shut down when the key is turned off, you have a bad shutdown relay or solenoid. On mine, the engine cutoff is a separate pull lever.

Not really, an alternator SHOULD charge between 13-14 VDC. A battery at 12.5 volts is about 90%.
on generators, which I service, the chargers will charge a battery to 14 volts, then charger shuts off until battery gets to 12.8 volts or so than the charger kicks back on.

my Kioti shows about 13VDC while operating. Battery is 6 years old.

EDIT: I just reread the post. What do you mean when you turn the switch off? I originally thought you ment you turned off or on the lights, or another load. How can you turn the key switch off and engine still runs?

My tractor doesn't shut down when I turn the key off so it's the same as yours in that way.
I guess what I am hearing is that if I only see the battery charging when the key is off it could be detrimental because the voltage isn't being regulated, and I need a new Rew regulator. Is that right? Ppl

Oh, I have not seen a pull kill tractor since the old days of me running an old row crop. I think that unit had a generator, not an alternator as I recall.

No. You haven't provided enough information. What you described in your first post could be considered normal. We don't know the tractor or whether it has a generator, alternator or even a regulator. Some alternators have the regulator built in.

You don't get around much, do ya. 😏

The 3 cylinder Dae Dong engine runs without the key switch being on. I suspect this is a voltage regulator problem but am not sure.
