I would say that in that case, just contact any Kioti dealer that has a website and ask them to ship to you. The situation to which you refer is if you order directly from Kioti in N.C. but any dealer can sell you the parts and ship to you if they wish to do so.
My dealer ships things out all the time from stock, but if he has Kioti ship it, they would add the charge.
