Just got a Gravely 5240, but the PTO is slipping

Well I just got my $175 Gravely 5240 home it came with a 44 inch power brush.
Its in great condition, But with one small problem its PTO level needs to be tied in place or else it will slip out and grind.

Why is this? Bushing? need new fork?

Take a look at the PTO control rod and the bit of angle iron connected to the handlebars. Here is a picture.
