Needs carb work or just some tweaking of the settings?
The brakes are pretty simple and straight forward, IIRC.
Might have to have the brake shoes custom fit for pads.

Well I'm in the process of changing the oil for the first time in who knows how long. The oil is the nastiest stuff I've ever seen...Just clumping out of the drain. And it looks like there is water in it, although the rad doesn't appear to be losing water (it is still full). I'm going to fill it back up with some sea foam and run it to try and get the rest of it out, then change it again. I'm starting to get nervous That it might be a head gasket. Time will tell though I guess

Sea foam?? I thought that was an additive to the fuel? Learn something new every day.. 
If just cleaning out sludge in the engine oil, I'd use kerosene or fuel oil (diesel) and just flush it through without running the engine. Then when it looks like the sludge is flushed out, run some more through and run the engine a short while.
Then fill with good engine oil.
Plugs should help tell what is going on too.
May have been stored outside without a can over the exhaust and water got in that way.
But hope you find all is well in the end.

Well the "water" looks to be gas. I've read that it is somewhat normal for these things to mix a little fuel with the oil (correct me if I'm wrong). The sea foam definitely helped get some of the sludge out though. And she smokes a lot less than before. Still have a few leaks to fix around the petcocks underneath of it.
