I replaced the drive belt and test drove prior to replacing mower deck. Worked great. Replaced mower deck and test drove without engaging blades. Worked great. Engaged blades and the tractor lurched forward and will not stop or shift with clutch/brake unless I disengage blades. ???????!

Sure sounds like some belt is hooked up to a wrong pulley, or two.

Will the tractor move without engaging the mower deck PTO?

Check out the belt installation with the manual.

A pic or two of the belts would help answer your dilema.
