Does anyone know why John Deere will not offer ground level fueling on their compact tractors?

I don't design John Deere tractors but the answer may have to do with gravity. Many tractors may have an injection pump but need a steady supply of fuel to that pump. Some incorporate a lift pump for that purpose but most seem to rely on gravity to feed the injection pump. That means the level of the fuel must be above the level of the injection pump. Of course a garden tractor being lower the fuel tank and everything is lower, too.

This is one area I think they need to change especially on their 3R and 4R series tractors.
