John Deere 990 PTO troubles leaks and turns

Hello I have a JD 990. The PTO turns when disengaged. You can hold it from turning with your hand! Next is the PTO seal is leaking how hard of a job is this to repair? I hope it can be done from the outside.

May not have a brake to stop the PTO from turning. If hooked to an implement and it doesn't turn then, I would not worry about it. That you can stop it with your hand (something I wouldn't do with a glove on) indicates it is not a problem to be overly concerned about.
