The stop bottoms out in the ROTOR.. it should never touch the dv..
Btw. U HAVE TO USE A NEW STOP ..
My instructions show what appears to be a plastic stop. this one is steel, replace anyway?

The solenoid is put in from underneath the top cover..
The cover needs to b removed.. the replacement is self explanatory..
But I feel you’ll find the original problem after removing the cover..(water/rust)
I have a similar problem. 2004 5420. Has been surging at startup for a minute or so. Harder than usual starting. I have an external fuel pump and an inline strainer filter in the fuel tank line to the filter. Been flawless even in the winter. Ran it today for an hour, started a bit hard, (longer crank time and surging for minute), and went to restart and it just cranks. Changed fuel filter (it was over due), have fuel pumping through to the injector pump, a slight line of fuel from the injector pump bleed screw, fuel out the main line into the injector pump, I hear the solenoid clicking when power is turned on. It runs on starting fluid for a few seconds. What else can it be? Any other diagnosis or experiences? I'm hoping not the injector pump.

Of course it’s the pump..
If u can hear the solenoid clicking and have fuel going INTO THE PUMP, and nothing out.. it’s the pump.
If u can find the correct tool that fits the top cover screws, u can remove the tc and check the metering valve for freedom of movement..
CAUTION: those screws are very tight and WILL snap..

I had teh pump rebuilt by a local shop that has lots of Deere experience. Now when I start it, it stars hard, lots of cranking and when it does catch it acts like its running on only a couple cylinders. It runs and "clears up " somewhat, but still runs rough. When I plug in teh block heater it starts easier and runs with less skipping, but still not great. Is there something with the engine temp sensor that connects to the pump that could be causing too much fuel?

It depends on what inj pump u have..
Some are mechanical and some are fly by wire..
And who put it on..
