Got both nuts loose but can't get the bar to turn to adjust the tow in/tow out. Pipe wrench? Heat? PB blaster? All?

The best penetrating oil I know of is a 50/50 mix of acetone and automatic transmission fluid.
I would mix some up and try that before I put any heat on it. Once you have used it, you will never pick up a can of PB again.
