I notice the other day when trying to hook a attachment to tractor that my PTO was rotating.. I had the lever in the brake position and I could stop the PTO by my foot. I released my foot and the PTO began to rotate.. Its like the PTO break not working.. its seem like I can hear it bumping in rotation bit what's bumping in there is causing it to rotate.

Sounds like the brake is just not holding. There is some residual friction on the clutch plates causing it to grab. Does everything seem to be normal when you engage the PTO?
