John Deere 430 baler belt tension bar will not lower allowing gate not to close

I have a 430 John Deere baler. When the bale is made the gate will open allowing the bale to be discharged but the gate will not close back. I noticed that the bar that takes the slack out of belts was not lowering. Cylinders on each side that allowed it to lowere were not working. After putting the locking valve in and out several times and raising and lowering gate I could eventually get it to work but it was doing it every time I made a bale. Any help would be appreciated.

What model tractor are you attempting to operate baler with? Have you tried disconnecting/reconnecting hyd couplers between tractor & baler? How much pressure is showing on baler gauge after core is formed?

When handling the bales the string comes off and the bale is to loose. I think I have eliminated the problem with the gate not closing. I pressure washed baler and cleaned it up good. The gate then started working fine. Thanks for info.
