John Deere 400 backhoe, no forward

I have a John Deere 400 backhoe that will back up with the shuttle in reverse, but will not go forward in forward(I have the tractor setting on the stabs now, no forward movement). I have drained the oil, replaced it, cleaned the screen. the tractor has set for 2-3 years, had water in the oil, the hyd pump works all the cynlinders. I can see the shuttle lever changing position, I pulled the cap and and can see the detent ball move when we shift, I removed the test caps and have fluid moving when I shift the shuttle lever(didn't have a gauge avail) in the shuttle shift assembly. any suggestions.

I beat it with a hammer!, didn't help.
