Any chance the speedo is reading metric? Kilometers per hour instead of miles per hour?
23.5 KPH = 14.6 MPH

No the readout is MPH unless the tractor has KPH mixed up with MPH I Don't know this is the first tractor out of 8 tractors that I have had this problem with.
