Mowing John Deere 25a flail

Trying to use a John Deere 25a flail with my Kubota L35 tractor. Although the manuals indicate it should work, my tractor barely moves. Adjusted the clutch and improved some but far from good. Still not sure if they are compatible. Thanks.

I don't see how any flail would cause a tractor to barely move...

I too fail to see any connection between the mower and the tractor barely moving.

The L-45 has two metal rods under the operator's seat, in for backhoe and out for 3-point.
