John Deere 1600 turbo WAM decks will not come up.

Need some help. I work for a school district, we have a 2005 John Deere 1600 turbo WAM that will not bring either of the side wings up after the unit is started and warmed up. It will bring decks up when cold but does so very slowly. Where do I start to diagnose this thing?

check the hydro fluid level behind the seat.
then, check to make sure it's the correct brand and type required - there's regular and low viscosity
then, maybe change the hydro and filters.
