John Deere 116 pto problem

hello. i was hoping some one could help me out. i just bought a JD 116h, the problem i have having is the pto never shuts off. it runs all the time.

if you have an electric clutch the bearing is seized, if not then the tension arm is not releasing the belt on the deck.

i know it is an electric clutch. thank you, i will give it a look.
