Art,
While they are different tractors, I had a similar problem with my 332. I removed the rear PTO and disassembled it, and found out that the clutch was way out of adjustment. The field coil was actually rubbing and had bare wires on the surface of the coil. It would work sometimes and generally short out after it warmed up. So you could get good measurements on it even if the coil is damaged. I'd suggest taking it apart and looking around.

A zero ohm reading is telling you you've got a direct short, which as you know, pops fuses.

I see a new solenoid in your future.

The 425 has a plug for the optional rear pto that lays inside the bottom of the frame rail. I forget which side. Check to see if it is hanging down and rubbing on your drive shaft and shorting out. There should be a couple rosebuds that hold it in place out of the way. Mine popped out and allowed the wire to rub on the shaft.

It is a 2 wire plug, T shaped from the end I think.
